Disaster risk reduction and disaster management: a framework for action 2005–2015 - An investment for sustainable development in the Pacific Island countries
A regional disaster risk management policy document - commonly known as the Regional Framework for Action or RFA 2005-2015 - adapting the Hyogo Framework for Action (HFA) to the Pacific region and endorsed by Pacific leaders in October 2005. It derives from the Pacific Forum Leaders decision in Madang 1995, the Auckland Declaration in 2004 and Forum Communique 2006, and responds in part to the increased national and regional commitments to disaster risk reduction and disaster management on an ‘all hazards’ basis in support of sustainable development. It also contributes to the implementation of the Mauritius Strategy and the HFA, which underscore the extreme vulnerability of small island developing states to disasters.
It also directly supports the development and implementation of policies and plans for the mitigation and management of natural disasters, which is one of the key initiatives of the Kalibobo Roadmap, that reinforces the objectives of the Pacific Plan. Finlay, it complements other relevant regional frameworks, declarations and policies including those relating to climate change, ocean resources, freshwater, health, HIV/AIDS and agriculture.
