Tchad: Plan d'Organisation des Secours (ORSEC)

Le plan ORSEC est un plan cadre gouvernemental, permettant d’organiser la réponse en cas de catastrophe de grande ampleur qui dépasse les moyens habituellement misent en place pour y répondre. Il permet d’appuyer le leadership du gouvernement sur l’organisation de cette réponse en clarifiant les rôles et responsabilités de chacun mais aussi de lui donner des informations précises des moyens dont il dispose. Un Directeur des Opérations de Secours est désigné suivant l’ampleur de l’urgence.
Le plan ORSEC, est un plan standard de coordination général pour faire face à tout type de catastrophe. Il considère les catastophes suivantes: (i) les catastrophes naturelles, dont raz de marée, cyclones, ouragans, séismes, glissements de terrain, éruptions volcaniques, incendies, inondations, avalanches; (ii) les catastrophes technologiques dues aux transports aériens, ferroviaires, routiers, maritimes, et fluviaux, dues a un agent physique (eau, charbon, gaz, pétrole), explosif, nucléaire, bactériologique, chimique; (iii) les catastrophes socio-économiques, telles que famine, sécheresse, épidémies, épizooties, etc.; (iv) les catastrophes conflictuelles (terrorisme, action de guerre); et (v) les catastrophes mixtes. Il est là pour les suppléer si les moyens prévus sont dépassés ou si aucun plan n’existait pour celui-ci.
