Ecuador: Plan de contingencia por inundaciones Municipio de Machala

The main objective of the Plan is to provide the Municipality of Machala with a methodological instrument that allows it to act in the face of a crisis situation caused by flooding, and to better fulfulfilfill its leadership role so that the emergency is overcome in the shortest possible time, and the prompt transition to the early recovery process and planning of the medium and long-term recovery of the territory is guaranteed.

The specific objectives are: (i) To preserve the lives of the inhabitants affected by the floods through actions that can be undertaken in the shortest possible time; (ii) To reduce and/or prevent material damage caused to people's property as well as to the built infrastructure; (iii) To create an application model for contingency planning in the highest risk sector of the city; (iv) To promote inter-institutional coordination in emergency response, based on the harmonization of actions, to avoid overlapping and therefore waste of resources; (v) Promote the collection, systematization and analysis of information for the proper management of emergencies caused by floods and disaster risk reduction actions; (vi) Contribute to the identification of the necessary infrastructure to prevent or mitigate floods or their effects; and (vii) Promote comprehensive care for human groups settled in flood zones.

El objetivo principal del Plan es, proporcionar al Municipio de Machala un instrumento metodológico que le permita actuar frente a una situación de crisis provocada por las inundaciones, y cumplir de mejor manera su rol de liderazgo para que la emergencia sea superada en el menor tiempo posible, y se garantice la pronta transición al proceso de recuperación temprana y de planificación de la recuperación de mediano y largo plazo del territorio.

Los objetivos específicos son: (i) Preservar la vida de los habitantes afectados por las inundaciones mediante acciones que puedan emprenderse en el menor tiempo posible; (ii) Disminuir y/o prevenir los daños materiales ocasionados a los bienes de las personas así como a la infraestructura construida; (iii) Realizar un modelo de aplicación para planificación de contingencias en el sector de más alto riesgo de la ciudad; (iv) Promover la coordinación interinstitucional en la atención a emergencias, a partir de la armonización de acciones, para evitar la superposición y por ende desperdicio de recursos; (v) Promover la recopilación, sistematización y análisis de la información para un adecuado manejo de las emergencias provocadas por inundaciones y acciones de reducción del riesgo de desastre; (vi) Contribuir a la identificación de la necesaria infraestructura para prevenir o mitigar las inundaciones o sus efectos; y (vii) Fomentar la atención integral de los grupos humanos asentados en las zonas de las inundaciones.
