Climate landscape analysis for children in the Philippines
This report assesses the current and projected impacts of climate change on children’s rights, analyzes government policies and initiatives, and provides recommendations for child-responsive climate adaptation and resilience-building across social sectors. This Climate Landscape Analysis for Children (CLAC) highlights how frequent typhoons, rising sea levels, extreme heat, and environmental degradation are eroding livelihoods, deepening poverty, and exposing children to greater risks.
Despite the Philippines’ strong policy framework and government leadership in climate action, gaps remain in financing, implementation, and the integration of child rights into climate adaptation. CLAC calls for urgent, coordinated action to make social services climate resilient, give children a voice in decision-making, and invest in resilient, inclusive systems. Children must be at the heart of climate action in the Philippines. By investing in child-centred adaptation and resilience, the Philippines can protect its youngest citizens and build a more just, inclusive and sustainable future for all.
