China: Grassland disaster prevention and mitigation project planning in pastoral areas 2016-2020
This plan is a sectoral policy document, jointly issued by the National Development and Reform Commission and the Ministry of Agriculture in order to improve the capacity of grassland disaster prevention and mitigation, maintain the security of grassland ecology, and promote the sustainable and healthy development of society and the economy in pastoral areas across China.
The main goals of the plan are to improve grassland disaster monitoring and early warning, strengthen emergency response and handling, and reduce the loss caused by three grassland-related disasters, pests, fire, and snow.
The plan adopts a multi-hazard approach. For the prevention and control of grassland pest disasters, priorities are prevention and capacity building, pest disaster monitoring, early warning and command system construction, technical support capacity building, and the construction of prevention and control demonstration bases. Priorities for fire protection are the construction of a fire prevention support system, a fire emergency communication command system, and a fire monitoring system. For snow disasters, this document prioritizes gradually improving monitoring and early warning, disaster assessments, and emergency response mechanisms.
