India: Majority of early warning systems dysfunctional in Kerala - Report

"During natural calamities like flood, cyclonic storms or fire the usual modes of communication like telephone and mobile will not work due to disruption in communication lines or the systems might be destroyed in the calamity. The government decided to install very high frequency radio-based communication for enforcing an effective early warning system," according to a recent comptroller and auditor general (CAG)report quoted by The Times of India.
