An interview with Shan Chunchang, head of the State Council expert team on emergency response, on preparing for future calamities.

"Making people aware of basic techniques such as the buddy system is crucially important in preparing the public for emergencies. Take Sangzao high school in Anxian county in Wenchuan. The principal in that school knew the building was condemned when he took over the school, so he regularly reinforced the building and trained the students in emergency manoeuvres," said Shan, "Officials and civil servants need to be prepared for the unexpected and know how to react or direct others in emergencies."
