The goal of this VC is to strengthen disaster/climate risk prevention/preparedness/reduction in Regions/States through technical support by national/regional volunteers & partners. The organizations are two Ministries of the Union Government (Dept. of Disaster Management, Ministry of Social Welfare, Relief & Resettlement (MSWRR) & Department of Basic Education (DBE) Ministry of Education), DM Committees of select Region/State Governments (2 drawn from Yangon Region & Mon or Kayin State) & selected Township DMCs within; max 2 from the same branches of the Myanmar Red Cross Society (MRCS) through support from MRCS HQ & NGOs/networks. If agreed after further money mobilisation, one national association of industry & associate organizations will be a partner.
Committed implementing partners include Myanmar Disaster Preparedness Initiative (MDPI); Myanmar Development Network (MDN), MPSWA (Myanmar Professional Social Worker Association) & interested Myanmar NGOs, CRE, ASEAN Youth Volunteer (AYV) Program from Myanmar, other NGOs & mid-career NGO professionals on a part time basis in collaboration w the R/S/T authorities, MRCS DM Dept, & UN Volunteers (UNV). Dialogue is underway since July 2015, a steering committee established, information shared with Govt and an article on the VC was included in a RRD publication on International DRR Day 2016.
Technical inputs will be deployment of volunteers & local consultations in each location. The deliverables are 1 annual forum in each R/S & T DM Committee & MRCS & a follow up report & action plan. 1 meeting will be w the private sector if they join. Indicated budget will be required for first 18 months of implementation. Outcome & progress of each objective will be reported in each annual report to track progress, covering actions done, further needs identified, sources of technical expertise & Govt funding, additional resources used, & further resources needed.
Did the Sendai Framework change or contribute to changes in your activities/organization? If so, how?
Partners were working for 2 years on HFA implementation which identified progress made & actions needed, reflected in the Jan 2015 VC made before the 3rd WCDRR. The Sendai Framework strengthened partnerships to implement identified Sendai Framework for DRR priorities, it helped revise the commitment, and helped establish partnerships with Myanmar & sub national (R/S/T) Govt., scientific & technological community, international & local NGOs, academia & private sector to establish, disseminate & share good practices nationally based on a national/Asian experience. These partnerships brought institutions to work collaboratively across mechanisms & instruments to build resilience & sustainable development for all.
What led you to make this commitment/initiative?
What was your position before making this Voluntary Commitment / prior to the Sendai Framework?
A representative of the organization was already working in Myanmar prior to the Third World Conference on Disaster Risk Reduction in Sendai, Japan. The commitment was made on 1 Jan 2015 in the lead up to the conference. The WCDRR process helped motivate and catalyse stronger collaborative collective action across organisations through joint planning and action and further specifically increase the role, mobilisation and contribution of volunteers.

Deliverables are the end-products of the initiative/commitment, which can include issuance of publications or knowledge products, outcomes of workshops, training programs, videos, links, photographs, etc.
Progress Report 2018.
Progress made in identifying interested states/regions and possible townships, mobilising partners and assessing needs of Govt organisations and Partner capacities and resource needs.
This 2019 Report will cover progress made in the finally chosen selected states/regions and townships, and other partner organisations working at this level in assessing needs of Govt organisations and Partner capacities, mobilising resources, undertaking activities, and improving disaster preparedness and management in Govt entities, local NGO partners, Red Cross branches and any private sector partners mobilised.
Partnership Implementation Report 2020 will report on progress made in the same selected states/regions and townships, and other partner organisations working at this level in continuing to mobilise resources, undertake relevant follow up activities as identified and planned, and improving disaster preparedness and management in Govt entities, local NGO partners, Red Cross branches and the local private sector partners mobilised. Progress Report 2020 in its last part of the report will identify Govt budgets allocated, further resources needed and actions agreed on by the mechanisms and list out next steps till Dec 2021.
