The Governments of the Philippines and Australia will be implementing a three-year natural hazard and risk assesment project in Greater Metro Manila Area. The project will be based on strong and collaborative partnership between Australian and Philippine technical agencies.
To manage the implementation of the project, AusAID is seeking a Project Coordinator with a strong background on natural hazard risk or disaster risk management. The Project Coordinator will be working with Philippine and Australian technical counterparts to support the development of natural hazard risk analysis. The ideal candidate must have good track record on financial and procurement management, highly motivated, multi-tasker, results-oriented with well developed oral and written communication and stakeholder liaison skills.
Roles and responsibilities:
Under the guidance and supervision of the National Disaster Risk Reduction and Management Council (NDRRMC)-Office of Civil Defense (OCD), the successful candidate will assist in managing the implementation of the Risk Analysis Project (Enhancing Risk Analysis Capacities for Flood, Tropical Cyclone Severe Wind, and Earthquake for Greater Metro Manila Area) and will have the following roles and responsibilities:
1. Component 1 – LIDAR acquisition
a. Facilitate the acquisition of LIDAR survey, including securing of GOP clearances
b. Support the development of fundamental natural hazard datasets, including coordination of training and workshops and engagement of relevant stakeholders
c. Coordinate the development of protocol on data sharing, and transfer of LIDAR ownership to GOP
2. Component 2 – Development of exposure information
a. Support the collaborative development of exposure information that would underpin earthquake, flood and severe wind risk assessments, including coordination of training and workshops and generation of data
b. Liaise with and facilitate participation of local government units in GMMA, relevant government agencies, academic institutions, professional organizations and other stakeholders
c. Draft agreements with relevant stakeholders, as needed, to support requirements for the development of exposure information
3. Components 3-5 – Development of risk information for earthquake, flood and severe wind
a. Support the collaborative development of risk information on earthquake, flood and severe wind, including coordination of training and workshops and generation of data
b. Liaise with and facilitate participation of local government units in GMMA, relevant government agencies, academic institutions, professional organizations and other stakeholders
c. Draft agreements with relevant stakeholders, as needed, to support requirements for the development of risk information
4. Component 6 – Development of IEC materials and capacity building for LGUs
a. Support the development of IEC materials on risk information and capacity building activities for LGUs and local communities
b. Liaise with local government units in GMMA, relevant government agencies, academic institutions, nongovernment organizations and other stakeholders that can support activity implementation
c. Draft agreements with relevant stakeholders, as needed, to support requirements for the development of exposure and risk information
5. Component 7 – Project management and implementation arrangements
a. Coordinate project implementation and establish regular coordination andcommunication with Collective Strengthening of Community Awareness of NaturalDisasters (CSCAND) group under the NDRRMC, Geoscience Australia andAusAID, including provision of regular financial reports summarising projectreceipts, expenditures and planned future procurements
b. Coordinate the procurement (including preparation of terms of reference, contracts,and agreements) of local services or engagement of institutional partners for theimplementation of activities
c. Coordinate monitoring visits including collating, analysing and reporting of performance indicators based on performance assessment framework
d. Organize and coordinate meetings, workshops, trainings and forums including the preparation of materials;
e. Coordinate missions and visits relevant to project implementation;
f. Support OCD in organizing the Component Executive Board and Component Steering Committee and its regular meetings, and provide secretariat support including;
i. Setting the agenda, preparation and distribution of agenda kit
ii. Drafting and finalizing of Minutes
iii. Coordinating the preparation and finalization of the detailed Work Plan basedon the Implementation Plan;
iv. Coordinating the preparation of monitoring and evaluation arrangements based on the logical framework;
v. Coordinating the preparation of communications and advocacy strategy;
vi. Updating the Risk Management Plan as requested by the Component Executive Board;
vii. Coordinating the preparation of Accomplishment Report and Annual Workplan including financial reports;
viii. Coordinating the Annual Review meeting and preparation of necessary materials; and
ix. Ensuring relevant reports and documents are submitted to AusAID on time.
g. Support OCD in performing the following tasks:
i. Open a foreign exchange account for the GOA contributions and manage its utilization, disbursement and reporting to AusAID
ii. Submit to AusAID an annual accomplishment report covering both financial statements and physical outputs. The financial statements will show sources of funding, with sufficient breakdowns of data to permit identification of individual sources of funds and disbursements on major activities or types of expenditure
iii. Submit to AusAID an annual Work Plan;
iv. Prepare and submit to AusAID a semi-annual report using the Quality-at-Implementation template of AusAID
v. In consultation with AusAID, initiate the Activity mid-term review and submit the corresponding report to AusAID
vi. Undertake the Activity completion review and submit the corresponding report to AusAID
vii. Immediately inform AusAID in writing of any circumstance which may interfere or threaten to interfere with the successful implementation of the Activity and, with a view to resolving the issue, consult with AusAID on remedial action to be taken
Any special role requirements:
This role will require a deep understanding of the Philippines government particularly of NDRRMC-CSCAND and disaster risk management and climate change adaptation context in the Philippines. Fluent in both English and Pilipino. Knowledge of GOP system is a requirement. Understanding of AusAID system is preferable.
Key Reporting
Relationships:
Reports to the Office of Civil Defense – Project Management Office.
Team Relationships: The successful candidate will work closely with technical experts in the Philippines and Australia to ensure on-time delivery of project outputs. Regular coordination with NDRRMCCSCAND (MGB, NAMRIA, OCD, PAGASA, PHIVOLCS), AusAID and Geoscience Australia.
Selection Criteria
Record of Achievement Educational and professional background and a record of achievement in managing a project or
sub-project in a scientific context, working with minimal guidance. Provide your educational preparation and examples of your relevant professional achievements and experiences. High level oral and written communication skills. Provide examples of your relevant achievements, qualifications and experiences highlighting representation and negotiation skills. Include a one-page abstract of a written report prepared, published report is preferable. Demonstrated broad understanding of the natural hazard risk analysis, international development environment and/or disaster risk reduction concepts are also desirable.
Management Experience at delivering high-quality outcomes in timely manner, based on strong personal drive and commitment and an innovation/solution focus.
