Save the Children is the world’s largest independent child rights development organisation, making a difference to children’s lives in more than 100 countries. From emergency relief to long-term development, Save the Children secures a child’s right to health, education and protection.

Save the Children (SC) intends to build its competence in Disaster Management, particularly in the Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) components of its programme portfolio and is looking for an international consultant to lead the research, design, proposal, strategy update, and capacity building of Save the Children’s Disaster Risk Reduction programme in Cambodia.

Deliverables:

- A situational analysis/research including outcomes of a desk review of relevant Save the Children and Cambodia documents.
- A five-year DRR/CCA program design including M&E framework, gender and risk analysis/strategies.
- Production of: at least two proposals for long term funding, staff capacity assessment report, capacity building plan, training package and IEC materials.
- A Revised and updated DRR strategy.
- Four workshops: presenting key findings and proposed program design, draft training package, training on DRR/CCA, and a session on lesson learnt.

The competencies needed:


- Degree in Development Management or equivalent.
- Knowledge in strategy development, program management or relevant sectors.
- Minimum 5 years experience in disaster management (include emergency preparedness, proposal development, capacity building).
- Experience in program research, design, including establishing M&E frameworks
- Experience in proposal writing and dealing with grants from the multi-donor liaisons
- Fluency in English, knowledge of Khmer is an advantage.
