The Kenya Anticipatory Action Roadmap (2024-2029)

This five-year framework, developed by the National Technical Working Group on Anticipatory Action, advances anticipatory action in Kenya and promotes a five-year framework developed by the National Technical Working Group on Anticipatory Action to advance anticipatory action in Kenya and promote its integration into disaster risk management. The roadmap responds to increasing climate-related hazards, particularly droughts and floods, and seeks to support a shift from reactive disaster response to proactive risk management. It was developed through consultative meetings held in 2023 and draws on experiences from anticipatory action pilots implemented between 2018 and 2023.

The roadmap is structured around seven pillars: Early Warning, Early Action, Coordination and Governance, Research, Innovation and Learning, Policy and Advocacy, Financing, and Monitoring and Evaluation. It identifies challenges including data and information gaps, limited financing, fragmented coordination, and the need for stronger legal and policy frameworks. The roadmap proposes actions to improve impact-based forecasting, strengthen coordination mechanisms, build evidence and research, promote anticipatory financing, and establish learning and monitoring systems. It envisions a resilient nation where anticipatory action is integrated into national disaster risk management policies, strategies and systems.
