Climate change and conflict: moving beyond the impasse

This paper addresses the debate on the relationship between climate change and conflict. It brings a new light on the adaptation, risks and resilience issues and their relation to peace-building and innovation in household livelihoods and local and national institutions in response to climate stress and uncertainty. It gives some recommendations for a new approach that shifts the focus of research, policy and practice to the power relations, negotiations and rights that influence competition and cooperation in different risk situations.
