Water development in the drylands of the Horn of Africa - good practice principles
This document states that the increase in service providers/water users committees support during drought, when their water sales are supposed to be at pastoral water supply systems have been so unsustainably managed that they have failed to provide adequate water even in times of great need, i.e. during droughts. It further asserts that many reports have identified the numerous problems that contribute to the unsustainable financing/development of water and water services provision in pastoral areas, and the lack of consideration for their social and environmental impact. This includes inadequate infrastructure, which is said to be unfairly distributed due to inadequate financing.
