Based on original survey data from 2,400 Micro, Small, and Medium-Sized Enterprises (MSMEs) in Fiji, the paper evaluates the impact of government concessional loans on pandemic recovery and explores climate resilience strategies.

Findings reveal mixed outcomes from policy interventions and reliance on self-funding by enterprises impacted by disasters. The paper emphasizes integrating financial support with long-term climate adaptation to strengthen MSME resilience.
