New Zealand: Emergency Management Act 2026

This Act establishes the Emergency Management Act 2026, replacing the Civil Defence Emergency Management Act 2002 and providing a legislative framework for managing hazards, emergencies, response, recovery, planning, governance, emergency powers, information-sharing, compliance, compensation, and related responsibilities in New Zealand. 

The Act sets out the functions and powers of national, regional, and local emergency management role-holders; establishes Emergency Management Committees; provides for national and regional emergency management plans; defines emergency declarations and transition periods; and outlines enforcement, reporting, and compensation provisions. The legislation was enacted by the Parliament of New Zealand, received Royal assent on 3 September 2026, and is administered by the National Emergency Management Agency.
