New Zealand: 2026 Progress report: National adaptation plan
This report provides an independent assessment of the implementation and effectiveness of the New Zealand Government’s national adaptation plan. This 2026 report provides an independent, evidence-based assessment of adaptation progress. It looks at whether current national adaptation planning is driving effective adaptation action, and identifies barriers to progress.
It also includes advice and recommendations to improve national adaptation planning. This report supports the development of Aotearoa New Zealand's next national adaptation plan, due in 2028. Alongside this year's report, a companion report was produced, National insights relevant for adaptation planning, which presents a high-level view of exposure and vulnerability to selected climate-related hazards across Aotearoa New Zealand, and provides national insights relevant for adaptation planning.
