Adaptation finance taxonomy playbook
The Adaptation finance taxonomy playbook helps the implementation of taxonomy approaches through practical tools. Financial institutions can apply these tools to effectively identify, assess and scale adaptation finance opportunities across jurisdictions. The need to finance climate adaptation—solutions that protect against these impacts—is creating a multi-billion-dollar investment opportunity. However, climate adaptation remains a relatively new and complex area, with limited shared understanding of what qualifies as an “adaptation investment.” This Playbook has been developed in response to a clear and consistent message from financial institutions: that the practical operationalisation of adaptation taxonomies remains one of the most significant barriers to their use. High-level taxonomy frameworks exist and are proliferating, but translating them into the day-to-day realities of investment screening, portfolio analysis, product structuring and reporting remains genuinely difficult.
The five principles and five tools presented in this Playbook are designed to address these challenges directly. They provide a structured but flexible pathway for financial institutions to move from taxonomy awareness to taxonomy application, prioritising sectors where adaptation needs are most material, grounding investment decisions in robust climate risk analysis, applying qualification criteria consistently, integrating Do No Significant Harm safeguards, and identifying and managing maladaptation risks before they undermine the integrity of adaptation-labelled investments. The practical tools: the Climate Adaptation Sector Mapper, Climate Hazard Dashboard, Taxonomy Criteria Checker, DNSH Compliance Tracker and Decision Tree, and Maladaptation Screening Checklist, are provided in full interactive form. They are designed to be used modularly, so that institutions can begin with the tools most relevant to their current needs and build towards more comprehensive taxonomy integration over time.
