France: Cadre d’actions pour la prévention du risque sismique 2013
The General Directorate for Risk Prevention (DGPR) and the General Directorate for Planning, Housing and Nature (DGALN) have coordinated the development of a framework of actions for the prevention of seismic risk to continue the seismic risk prevention actions on French territory. This framework is based on four hierarchical national priorities: (i) awareness of seismic risk and training in seismic construction, (ii) reduction of the vulnerability of buildings through the application of seismic regulations and the development of reinforcement of existing buildings, ( iii) development of the municipal territory (seismic risk prevention plans), and (iv) improvement of knowledge of the hazard, vulnerability and seismic risk.
A set of 8 significant actions is proposed at the national level to respond to these priorities.
This national framework is intended to be broken down into territorialized action programs at the "intermediate" regional or inter-regional scale and into action plans at the local scale (municipal or inter-municipal) in an adapted and proportionate manner to the risk levels, objectives and resources of the different territories.
The implementation and implementation of the framework of actions will be based on a shared responsibility of all the stakeholders concerned: State, local authorities, construction professionals, associations, scientific organizations, individuals, etc. All stakeholders are therefore invited to mobilize to help gradually reduce the vulnerability of French society to future seismic crises.
