Lima call for climate action (advance unedited version)
This document is a decision adopted by COP 20 and CMP 10, which the Parties concluded by elaborating the elements of the new agreement on climate change, scheduled to be agreed in Paris in late 2015, while also agreeing the ground rules on how all countries can submit contributions to the new agreement during the first quarter of next year.
In the loss and damage section, §32 encourages All Parties to develop early warning systems and risk management plans in the context of the provision for loss and damage for cases where mitigation and adaptation will not be sufficient, and §33 calls for the Warsaw International Mechanism to serve this agreement and be fully operationalized, with modalities and procedures to be developed and adopted by the governing body, including provision of: (i) finance, (ii) guidelines for a comprehensive approach to climate risk management and (iii) strengthening of institutional arrangements through the establishment of a clearing house that provides a repository for information on insurance and risk transfer, assists Parties in developing risk management strategies and finding best insurance schemes and facilitates financial support for rehabilitation.
In the finance section, §47 argues that the contributions under the legal agreement require financing for adaptation to be provided in the form of multilateral and/or bilateral financing, including via financial risk management instruments.
As part of the commitments under transparency of action and support section, §69 asserts that the governing body shall elaborate the guidelines related to transparency of action and support, including progress in assessing climate risks and vulnerabilities, and in enhancing adaptation action, including through national adaptation planning processes.
Regarding formalization/finalization/reflection of enhanced action within the time frames and process related to commitments/contributions/other matters related to implementation and ambition section, §79 includes the option for a developing country Party to adjust its contribution when severely affected by an extreme natural event.
