Effective adaptation to rising flood risk

This paper provides a brief overview of the challenges to effective adaptation to flood risk, in order to reduce economic losses worldwide. The paper describes types of adaptation, including physical flood protection measures, nature-based solutions and 'gray' infrastructure. It also highlights key challenges to financing the residual risk of flooding, namely the repair of and recovery from flood damages. The paper also emphasises the importance of accurately understanding risk perception and human behaviour in mitigating flood risk.
