Strengthening provincial coherence between climate change adaptation and disaster risk reduction and management for inclusive and resilient development in Nepal

The main objective of this policy brief  is to offer evidence-based and concise findings, and policy recommendations to strengthen coherence between CCA and DRRM at the Provincial Level in Nepal. This Policy Brief draws on the analysis conducted by Resilience, Adaptation, Inclusion in Nepal (RAIN)2 in Lumbini and Madhesh provinces from August to December 2025

The paper concludes that the principal constraint is not a lack of policy intent but the fragility of systems that translate intent into coordinated risk-informed and inclusive delivery. Visible gains within 12–24 months are most likely where provinces strengthen the delivery chain: clearer coordination mandates; stable technical capacity; routine use of disaggregated risk evidence; and traceable financing, alongside enforceable accessibility standards and meaningful GEDSI accountability and effective monitoring, reporting and learning.
