Multi-hazard simulation handbook to strengthen disaster management committee (DMC) preparedness
Developed by the Ministry of Disaster Management and Relief with UNICEF and multiple humanitarian partners, this manual provides structured, simulation-based guidance to help Disaster Management Committees plan for, anticipate, and coordinate responses to different hazards through realistic training scenarios.
The handbook shows how scenario exercises can improve early warning testing, evacuation planning, inter-agency coordination, and resource mobilisation while identifying operational gaps. It also highlights growing priorities such as urban risk, earthquake preparedness, and inclusive coordination, reinforcing Bangladesh’s shift toward proactive, anticipatory disaster risk management through field-tested capacity building.
