Key messages from the Pre-COP31 Early Warning and Early Action session
This document summarises the key messages of an event held at Pre-COP31 in Fiji, in October 2026 by the Government of Samoa (REAP co-chair), the Early Warning for All pillars leads, CREWS, SPREP and REAP.
The Pacific’s experience shows that early warning and early action (EWEA) is not simply a technical agenda. It is a matter of political leadership, regional solidarity, trusted institutions and resources reaching communities before hazards become disasters. Speakers called for the next phase of global action to build on the region’s achievements while closing the gap between a warning being issued and people being able to act.
