Intersecting emergencies: Understanding emerging risks and inclusive futures

It argues that inclusion is not a principle to aspire to, but a condition for effective action. As we move into 2026, the report looks ahead to what comes next: exploring how rights, participation, and digital transformation will define the next phase of inclusive disaster governance.
