Integrated national search & rescue (INSaR) multi-hazard simulation exercise

This report details the proceedings and outcomes of the Integrated National Search & Rescue (INSaR) Multi-Hazard Simulation Exercise, which took place on April 22, 2026, at the NDMA Headquarters in Islamabad. Organized by the National Disaster Management Authority (NDMA), the exercise evaluated Pakistan's emergency response readiness by simulating realistic disaster scenarios involving flooding, hill torrents, and earthquakes. 

Bringing together federal, provincial, military, and humanitarian stakeholders, the simulation tested the synchronization of unified command systems, evaluated coordination frameworks, and identified key operational gaps. The report concludes with strategic recommendations aimed at standardizing rescue protocols, institutionalizing regular exercises, and strengthening decentralized local response capacities across vulnerable districts.
