Adaptation and the $100 billion commitment: why private investment cannot replace public finance in critical climate adaptation
This report provides key recommendations for COP19 in Warsaw to turn ambiguity into action by advancing strategies to scale-up public finance for adaptation, and by providing assurances that commitments to critical support for the world’s poorest countries and communities over the coming years will be met. It calls for disaster risk reduction and early warning systems to be scaled-up so that the poorest and most marginalized are better prepared to deal with climate shocks. It also argues that, although the private sector may invest in some risk reduction measures to protect their own operations, private investment will never guarantee full coverage at the appropriate quality.
