Milwaukee, US: Flooding basements ... on purpose

As part of a new sustainability plan, the city of Milwaukee has released a feasibility study proposing turning vacant basements in the city's flood area into cisterns in an attempt to control stormwater, reports Lorena O'Neil in Ozy.
