DRR/NRM training at FATA, Pakistan 2014

DRR Local Overview:

Pakistan is at a crossroads. It is the 6th largest country in the world by population, but over 60% of Pakistanis live on less than $2 USD per day. Myriad challenges stand in the way of Pakistan’s development – corruption, illiteracy, natural disasters, and an energy crisis just to name a few – and despite billions of dollars in foreign aid each year, these problems still manage to persist.

The Disasters, (Earth quack, Floods & Military conflicts) of Pakistan causes huge destruction to the area infrastructures, Life line services and human loses. About more than 70% of the infrastructure was damaged by the riverine flood. Besides flood there is always a fear of avalanches, land sliding and forest fires in the area, which almost every year causes some damages to the area and the people.

Looking to the vulnerability of the area in DRR(Disaster Risk Reduction) perspective, low capacity resources and food insecurity of the affected community, UNWFP initiated Food assistance program in the form of Food for Work (FFW) for the construction of Structural activities to minimize risk and provide safety to the locals of the area. Capacity building program Food for Training (FFT) was also initiated to get awareness about the DRR applications and its implications if not followed.

HUJRA VSO, a national NGO is chosen as implementing partner to perform the Food for work/Food for training project for DRR structural and nonstructural activities in three Agencies (Khyber, Muhmand & Bajaur) with the funding from UNWFP.

The project implementation again started (second Phase) on 27th Jan 2014 when the Non-objection Certificate was granted to HUJRA. In order to identify the most vulnerable and disaster-prone communities a detailed assessment was conducted at the onset of the project. Based on the identified needs, the geographical characteristics of Khyber, Bajaur and Muhmand UC’s and their disaster proneness, HUJRA team planned 4 cycles of CFW/CFT to be implemented from 27th Jan to 31st May, 2014. This timeframe proved quite challenging as target populations are living in remote distinct areas which is quite hard and time consuming to reach.

Disaster Risk Reduction / Food for training (DRR-FFT):

The risk of disaster can be assessed and addressed before it occurs then we can greatly limit the effects on vulnerable communities – such as physical damage, injury and loss of life. Reducing the impact of disasters – or Disaster Risk Reduction (DRR) – is crucial for the humanitarian sector to meet the growing demands of future emergencies.
DRR-FFT can include the following:

• Risk awareness and assessment, and vulnerability/capacity analysis.
• Education, training, research, and information.
• Public commitment, policy, legislation, and advocacy work.
• Community action.
• Environmental management, land-use, and urban planning.
• Early warning systems.
• Soil erosion control
• Increasing rate in soil conservation
For this purpose HUJRA VSO launched a DRR-FFT (Disaster Risk Reduction-Food for training) project training segment with the help of WFP (world food program) at Khyber, Muhmand & Bajaur Agency from 10 to 20 February, 2014,

The training was titled as “Disaster and Risk Reduction/Resilience (DRR)”.

“The substantial reduction of disaster losses, in lives and the social, economic and environmental assets of communities and countries”. Note that while the term “disaster reduction” is sometimes used, the term “disaster risk reduction” provides a better recognition of the ongoing nature of disaster risks and the ongoing potential to reduce these risks. For the DRR-FFT purpose other materials enrollment like organization banners, profile, Project & training overview.

Training strategies of DRR-FFT:
The TOFs DRR-FFT training at Three Agencies(Khyber, Muhmand & Bajaur) was based upon Training Needs Analysis, like stakeholder analysis, is interesting but demanding. It requires critical, analytical skills, and carried out in a systematic way. We carry out DRR-FFT- TNA effectively due to

• Basic communication
• Interviewing
• Data collection and recording
• Data analysis
• Reporting.

Also the TOFs are trained that how to cope with disaster in emergency as a VDMC member as shown in Figure 03 below:

DISCUSSIONS & RESULTS

For DRR-FFT the training Monthly Planning & Curriculum/Manual/Schedule was developed by DRR Officer Alamzeb Qazi through proper planning which can be shown in tabulated form as Table 01 and table 02:
