Technical advisor for the co-Financing/collaboration agreement between integrating disaster risk reduction and climate change adaptation in local development planning and decision-making processes project and millennium development goal achievement fund 1656: strengthening the Philippines' institutional capacity to adapt to climate change project.

Background
 
The integrating disaster risk reduction and climate change adaptation in local development planning and decision-making processes project (integrating DRR/CCA project) and the millennium development goal achievement fund 1656: strengthening the Philippines’ institutional capacity to adapt to climate change (MDG-F 1656 Project) have entered into an agreement to collaborate in order to achieve specific goals and accomplish project outputs. The collaboration aims to mainstream disaster disk reduction (DRR) and climate change adaptation (CCA) into the provincial development and physical framework plans (PDPFPs). The integrated disaster risk assessment (DRA) methodology that will be developed by the integrating DRR/CCA project will be the primary platform in mainstreaming DRR/CCA to the PDPFPs. The methodology shall build on the DRA in the 2008 guidelines for mainstreaming DRR in subnational development and land use/physical planning which was formulated under the NEDA-UNDP-EU project in 2007-2008. 

The collaboration between the integrating DRR/CCA project and the MDG-F 1656 programme will have the following outputs: 
- Output 1: vulnerability and adaptation assessment reports for 43 provinces 
- Output 2: 10 DRR/CCA-enhanced provincial development and physical framework plans 

The project is jointly funded by the integrating DRR/CCA project and the MDGF 1656 project. The Philippines through the National Economic and Development Authority (NEDA)- Regional Development Coordination Staff (RDCS), in partnership with the United Nations Development Programme (UNDP) and the Australian Agency for International Development (AusAID), is implementing the Integrating DRR/CCA Project. The MDG-F1656 project, a joint programme between the Philippines through the NEDA-agriculture staff and the UNDP, is being funded by the Spanish Government. 

Responsibility 

- The technical advisor shall be responsible for providing technical advice, assistance, guidance and directions for all project activities under the collaboration. Specifically, he/she shall oversee the use of the integrated DRA methodology being developed by the integrating DRR/CCA project in the preparation of 50 DRR/CCA-enhanced plans in pilot provinces.
- He/She should act as resource person in the capacity building activities for the provinces. 
- He/She should assist in supervising and/or monitoring a team of consultants that will be engaged under the collaboration, provide clear direction and feedback on their performance. 
- He/She will perform other duties/functions as may be deemed necessary for project implementation and coordination. 

Expected Outputs 

- Inception report (including the prescribed work and financial plan) 
- Progress report/s 
- Terminal report 

Reporting
 
The position reports to the project manager of the integrating DRR/CCA project. 

Qualifications 

- Advanced degree (M.S. or Ph.D.) in urban and regional planning, environmental planning, environmental science, meteorology, climatology or related field.
- At least 10 years of proven track record in project management, especially in the area of DRM/DRR, environmental planning/studies, risk assessment, land use and physical planning, and/or urban and regional planning.
- Working experiences on climate change and disaster risk reduction issues, particularly on mainstreaming efforts.
- Strong familiarity with environmental laws and regulations, and development and land use/physical planning processes and regulations at the national, subnational and local levels. 
- Strong communication skills, including demonstrated written and presentation skills and the capacity to relate to both internal and external constituencies of the project
- Demonstrated ability to work well in multidisciplinary teams and manage complex tasks
