Job purpose
Contribute to the development and implementation of Asian Development Bank (ADB) environment and climate change adaptation program. Provide advice, expertise and support to operations to mainstream environment and climate adaptation into ADB operations. Support the coordination and implementation of cross regional cooperation initiatives. Develop knowledge products and disseminate these through training delivery as well as internal and external networks. Work within general policies, principles and goals, working directly with clients.
Expected outcomes
Policies, Strategies and Frameworks
- Significantly contribute to the review and update of ADB's strategies on environment and climate adaptation.
- Prepare country or sub-regional assessments, including inputs for country programming to ensure environment and adaptation are incorporated in the Country Partnership Strategies/Country Partnership Strategy Midterm Reviews and Regional Cooperation Strategies/Regional Cooperation Strategy Midterm Reviews
Operational advice and support
- Advise on climate risks in the design and implementation of projects, and identifying necessary corrective action
- Act as ADB resource person for climate change adaptation
- Provide environmental review and technical support to operations departments, including participation in project teams, to enhance project quality across various sectors
Promotion of regional cooperation
- Provide support and leadership for the implementation of regional technical assistance (RETA) projects
- Develop and maintain regional partnerships to enhance knowledge and best practices on environment and climate adaptation matters
Knowledge generation and sharing
- Develop knowledge products (i.e. sector/ thematic studies and assessments, good practices, guidelines, checklists, indicators, roadmaps, etc.), services and partnerships to implement the objectives of the environment policy
- Conduct awareness training programs for staff, executing agencies of developing member countries (DMCs), and other concerned parties Participate in sector/ thematic committees and networks
- Actively participate in external networks, and contribute to knowledge sharing and harmonization efforts through conferences, external publications and others
Staff supervision
- Take the role of mission leader and supervise the work of mission members
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
- Ensure the on-going learning and development of reporting staff
Educational requirements
- A university degree in Environmental and Natural Resource Management, Environmental Sciences, Economics or Engineering, or related fields;
- preferably at post-graduate level or its equivalent.
Relevant experiences and other requirements
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience in environmental management of projects in various sectors as well as climate change issues
- Strong multidisciplinary competence combined with substantial expertise in environment management and climate change adaptation, institutions and capacity building
- Knowledge of multilateral environment treaties, DMC policy and regulatory frameworks, common environmental standards, and environment assessment
- Familiarity with operations, policies and procedures of multilateral financial institutions, and experience in processing and implementation of ADB TAs and loans
- Ability to lead inter-disciplinary teams, and strong interpersonal, conceptual and analytical skills
- Excellent oral and written communication skills in English
- International experience working in development in several countries
