Background on Sustainable Energy and Climate Change Initiative (SECCI)
Established in 1959, the IDB is today the main source of multilateral financing for economic, social and institutional development in LAC. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries. The IDB is looking for motivated individuals to join a group of policy and climate change specialists to work in this bankwide initiative. The SECCI is focused on renewable energy, energy efficiency, climate change mitigation and adaptation. SECCI is the IDB’s contribution to the new international clean energy investment framework being developed by the IFIs at the request of the international community following the G8 Summit in 2005. Key responsibilities for a regional specialist in the CID region (Mexico, Central America and Dominican Republic)
In order to articulate and incorporate technical and policy work of the four pillars of SECCI (renewable energy and energy efficiency, biofuels and climate change mitigation and adaptation) into the CID Region, the IDB is looking for Specialists with expertise in at least one of the pillars of SECCI as well as strong academic and analytical capacity. Working in a matrix environment with different stakeholders is also desired. The candidates primary responsibilities include but are not limited to:
- Mainstream and promote SECCI objectives within the CID Region
- Participate in IDB projects, as team member or may act as team leader, in both public and private projects
- Provide analytical support to the development and implementation of sustainable energy and climate change matters
- Carry out analytical assessments to monitor the implementation of projects of SECCI
- Collaborate with governments, private sector, civil society and other multilateral organizations in fostering the SECCI agenda.
Areas of Interest: a) sustainable energy, b) climate change, natural resources and environmental management.
Competencies
All candidates interested in the above mentioned position must comply with the following Competencies:
- Technical Expertise: (a) Strong knowledge of analytical tools and quantitative techniques and methods to inform policy decisions. (b) experience with similar projects and programs related to policy formulation and project implementation (public or private sector).
- Strategic Thinking: Ability to define and articulate a shared vision consistent with organizational strategies and results in the achievement of long term objectives.
- Teamwork: Ability to be receptive to new ideas and interact in groups. Capacity to take initiative to assist others and willingness to share information, knowledge and best practices with others.
- Initiative and Adaptability: Ability to act independently and resourcefully in responding to work demands. Ability to adjust to multiple demands, shifting priorities, ambiguity and change.
- Communication: Ability of expressing facts and ideas clearly and in an organized manner in writing and in speech.
Minimum requirements
- Education: All candidates must hold a Masters degree in relevant field from an internationally recognized university. (PhD is preferred).
- Experience: Minimum experience requirements of 2 years related to the Areas of Interest as described in each profile. Preference will be given to candidates with academic or policy experience in LAC.
- Languages: Proficiency in at least two of the Banks’s official languages (one being English or Spanish) and preferable working knowledge of a third (either Portuguese or French).
