Objectives of the programme:

- To improve the performance of WHO in enabling all stakeholders to better address the health dimensions of crises for the benefit of affected communities;
- To ensure effective WHO capacity in order to provide sufficient support for effective health action before, during and after crises;
- To provide cooperation for improving the countries' technical and institutional capabilities to prepare for reducing the damage caused by disasters;
- To coordinate WHO's response to emergencies and humanitarian assistance in the health sector.

Description of duties:

- Act as focal point for monitoring and tracking donor projects for the WHO Emergency projects in Sudan.
- Assist in identifying potential funding opportunities
- Assist in the preparation of new project proposals and consolidate the UN work plan.
- Profile donor requirements to fund WHO projects against the UN CAP and UN work plan, support contacts and assist in the negotiations with donor agencies;
- Assist in monitoring of resource mobilization (donor agreement, allotment information, expiry date and reporting requirements etc.) throughout the implementation and reporting cycle;
- Compile donor financial statements and contribute to the narrative reports;
- Compile project overview analysis of expenditures by area of work and location and identify gaps in the programme, in order to ensure additional resource mobilization;
- Prepare the narrative & financial (when required) interim and final reports for donors;
- Edit and assist the relative technical officers in the developing of WHO Sudan proposal documents;
- Liaise with the communication and advocacy officer to ensure the Donor engagement;
- Develop the quarterly health and nutrition sector resource mobilization matrix and ensure dissemination to the relevant partners;
- Contribute in the organization and dissemination of information that reaches a variety audience - delivery partners and recipients, general public - at the national and international level;
- Develop written materials, arrange for production and distribution of information material on WHO overall work in the country, and on specific projects or activities and choose the most appropriate and cost effective channel to deliver messages to the target audiences;
- Provide the donors community a weekly update and monthly summaries and input to the weekly and monthly Humanitarian Updates;
- Contribute to the drafting and editing general information materials, and supervision of their production;
- Perform other project development and report writing related tasks as requested by senior management.

Education:

Essential: University degree in management, administration, social sciences, development or international relations.
Desirable: Additional post-graduate training courses in a related field.

Skills:

- Knowledge of donor organizations and issues relating to donor funding.
- Knowledge of UN financial system and previous working experience in similar position is desirable.
- Coordination and management skills.
- Ability to extract and analyze detailed information and synthesize reports.
- Adaptability and flexibility to work in a complex and dynamic environment.
- Computer skills.

Experience:

Essential: 3 years of professional experience in a related area.

Languages:

Excellent knowledge of English and knowledge of Arabic would be an asset.
Other entitlements will be determined based on the length of assignment.
