Programme Manager - Consortium Programme to support Implementation of AADMER (ASEAN Agreement on Disaster Management and Emergency Response)

Job Purpose


To manage and to provide strategic leadership to

- The development and implementation of the consortium (called ASEAN Partnership Group) programme to support AADMER.
- The management of human, financial (income and expenditure) and material resources, in accordance with the agreed strategy and relevant Oxfam and donor policies, processes and standards
- To take the lead in managing, setting & communicating overall direction for APG and is accountable for facilitating and ensuring coordination between, all partners in the APG.
- To ensures the delivery of programme quality including donor requirements and delivery of outcomes, either directly or through partners, in line with agreed strategy and operational plan.
- To liaise with the ASEAN secretariat and other relevant agencies to build a strong profile for the work of AADMER

- Post holder reports to: Oxfam GB Regional Humanitarian Coordinator (direct), Consortium of NGOs - ASEAN Partnership Group (indirect)

-- Maintaining and managing strategic relationships with the ASEAN Secretariat.

Key Responsibilities
- Smartly leading the team in the implementation of the overall AADMER programme strategy.
- Management of the programme, monitoring and evaluating impact. Ensuring the programme is of good quality, including mainstreaming of the requirements of vulnerable groups, especially women and girls, aged persons, persons with disabilities and people living with HIV & AIDS.
- Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within and outside Oxfam.
- Managing the relationship with the government and non-governmental partners.
- Ensure that budgets are drawn up for all activities, and that costs are kept within budgets, providing financial information to the region and headquarters according to established frameworks.
- Provide regular, consistently high quality reports, including Finance and HR reports, on programme, ensuring that proper monitoring is included in all work.
- Recruiting, managing, training and developing staff.
- Directly line manage and lead on the recruitment and management of staff (those seconded to the ASEAN Secretariat and programme staff) and ensuring that the programme is adequately staffed with appropriately capacitated and managed individuals.
- Performance manage Oxfam staff effectively and within Oxfam GB's legal parameters, delegating authority where appropriate and ensuring that staff are given opportunities for development and training, as discussed and agreed.
- Obtaining large scale funding from donors and setting up appropriate systems to ensure all donor grant management requirements are met.
- Coordination and representation work -internally and externally.
- Coordinating work with Oxfam International.
- Ensure effective staff security procedures and draw up special security guidelines in the event of serious security risk.
- Actively implement Oxfam GB's diversity policy in the recruitment and employment of staff.
- Where appropriate contribute to global programme learning, policy development, advocacy etc

Skills and Competence

Job Specific - Oxfam's Competencies Framework (Essential)
- Experience of working in highly complex, multi-level partnerships/consortium programmes.
- Range of experience of programme development & management. Sensitive and open to both humanitarian and longer term development approaches.
- Demonstrable experience of Risk reduction and/or humanitarian response in a complex situation with good understanding of the key development and humanitarian issues in the region.
- Mature understanding of issues derived from field experience,
both in relief and development.
- Experience of obtaining & managing large scale funding for programmes.
- Experience in developing and implementing multi-level advocacy strategies.
- Fluency in spoken and written English.
- Demonstrable understanding of programme & community development issues, with experience of or ability to work directly with local NGOs or communities in risk reduction and humanitarian responses.
- Proven experience of programme and /or complex management including: Managing budgets, Managing Staff, Funding of the programme. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.
- Knowledge and demonstrated experience in promoting diversity, including gender, age and disability equity; HIV/AIDS issues; and an active commitment to promoting the interests of marginalized people in all aspects of the organisation's work. Must demonstrate ability to adapt to different cultures.
- Demonstrated ability to quickly acquire a profound understanding of country and programme area in terms of its political, economic and social trends.
- Ability to travel to programme areas in country.
