General Description
The Program Specialist, Agriculture and Natural Resource Management (AgNRM) provides technical leadership in the AgNRM program; in developing new AgNRM projects and activities, building upon existing initiatives. The post provides technical and process inputs in other program initiatives and contributes in the development of learning communities, education & training and publication & communication program activities. In coordination with program teams, the post identifies action research and learning agenda and contributes in the implementation of planning, monitoring, evaluation and learning systems. The Program Specialist, Agriculture Natural Resource Management reports directly to the Director, Regional Center for Asia.
Responsibilities
1. Provide technical leadership in developing new AgNRM initiatives including Bio-intensive gardening (BIGs), project/program development, international courses, customized courses and technical missions in line with IIRR-Regional Center for Asia program goals and objectives.
2. Develop synergies between the AgNRM and other program components including, but not limited to, livelihood, disaster risk reduction, community health, gender and institutional capacity development.
3. Develop and maintain cooperative and supportive relationships with key regional and international organizations working on AgNRM, as well as with local partners and implementing NGOs.
4. Manage and facilitate assigned international training courses, customized courses and study programs, and identify new training opportunities in collaboration with other staff.
5. Identify and implement suitable action research and learning agenda consistent with program plans and in coordination with appropriate program teams.
6. Contribute to the development and implementation of planning, monitoring, evaluation and learning systems at the project/activity and program levels.
7. Identify opportunities for generating resources and develop concept notes, project proposals and other relevant tools for resource development.
8. Represent the Institute and its program with external program stakeholders including partners, clients and donors.
9. Perform other related responsibilities as may be assigned or delegated from time to time.
Requirements
• A degree in natural resource management, agriculture or other related discipline; master’s degree preferred.
• At least five (5) years experience in AgNRM program planning, monitoring and evaluation within a rural development framework.
• Excellent written and oral communication skills in English; knowledge of one or more Asian language a plus.
• Strong analytical skills.
• Demonstrated ability in conceptual and operational skills suited to rural development programs and projects.
• Knowledge or experience in action research methodologies.
• Familiarity with methods, tools ad techniques in participatory planning, monitoring and evaluation.
• Team player and ability to work productively with teams.
• Ability to work effectively in multidisciplinary and multicultural work environment.
• Computer proficient.
