Background
UNDP Macedonia, in partnership with the UNDP Bureau of Crisis Prevention and Recovery (BCPR) in Geneva and Government of Japan, provides technical assistance to the Crisis Management Center (CMC) in order to strengthen CMC’s capacity in anticipating potential natural and man-made disasters, implementing appropriate preventative measures, as well as providing effective and timely responses to disasters. This would enable the Center to promote human development approach among its partners while addressing the varying needs of different sectors and demographic groups, particularly those who are likely to become vulnerable during a crisis, through the country’s crisis management system (CMS).
The existing global structures – the Hyogo Framework for Action 2005-2015, and the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) – are used as fundamental guidelines during the project implementation to install a gender and human rights responsive Disaster Risk Management System in the country.
The CMC operates under the Law on Crisis Management (the Law) as an independent governmental body with responsibilities to ensure coordination, cooperation and communication of the National Crisis Management System. Competences of the CMC are the following:
-Providing crisis management support to the National Crisis Management System (Governmental bodies: Steering Committee, Assessment Group);
-Coordinating national measures and activities for crisis prevention, early warning and response;
-Collecting, processing, analyzing and assessing information/data related to relevant risks and hazards;
-Providing guidance and proposing measures and activities for the Crisis Management System (CMS) entities;
-Preparation of assessment methodology, its contents, structure, manner of keeping and updating, as well as determine of the entities of the crisis management system;
-Preparation and updating of a unified Assessment of the Risks and Hazards to the security of the country, etc.
The project supports preparation of some of the key documents which will influence the efficiency and functionality of the CMS. The initial step towards their development is preparation of Guidelines for preparation of the Unified Risk and Hazard Assessment and the National Crisis Management Plan(the Guidelines).
Duties and responsibilities
Scope of work
The main responsibility of the National Consultant is to develop the Guidelines for preparation of the Unified Risk and Hazard Assessment and the National Crisis Management Plan. The Guidelines shall provide information on the structures and contents of the Unified Risk and Hazard Assessment and the National Crisis Management Plan, as integrated documents that are prepared in the organized multi-sector procedure and being verified and adopted within the bodies of the Crisis Management System (CMS).
Task of the consultant
Under the supervision of the UNDP Project Manager and in collaboration with the experts from the CMC, the National Consultant shall be responsible for following:
-Review of the relevant sections/parts of the national legislation (laws and by-laws) that are regulating the obligations and competences of national institutions for preparation and update of assessments for different types of risks and hazards that could jeopardize lives and health of the citizens and material, cultural and natural goods of the country;
-Review of the relevant sections/parts of the national legislation (laws and by-laws) that are regulating the obligations and competences of the state institutions for preparation and update of plans for preparedness, prevention and operations for different types of risks and hazards that could jeopardize lives and health of the citizens and material, cultural and natural goods of the country;
-Review of all risks and hazards that shall be included in the Assessment;
-Analysis of structure and content of the plans for preparedness, prevention and operations that are related to protection of life and health of people and material, cultural and natural goods of the country from other institutions;
-Prepare Guidelines with recommendations for preparation of the Unified Risk and Hazard Assessment and the National Crisis Management Plan.The Guidelines shall provide information on the structures and contents of the Unified Risk and Hazard Assessment and the National Crisis Management Plan, as integrated documents that are prepared in the organized multi-sector procedure and being verified and adopted within the bodies of the Crisis Management System (CMS).
Expected results
The main output shall be the Guidelines for preparation of the Unified Risk and Hazard Assessment and the National Crisis Management Plan and shall consist of following parts:
1. Review of the relevant sections/parts of the national legislation (laws and by-laws) that are regulating the obligations and competences of national institutions for preparation and update of assessments for different types of risks and hazards that could jeopardize lives and health of the citizens and material, cultural and natural goods of the country;
2. Review of the relevant sections/parts of the national legislation (laws and by-laws) that are regulating the obligations and competences of the state institutions for preparation and update of plans for preparedness, prevention and operations for different types of risks and hazards that could jeopardize lives and health of the citizens and material, cultural and natural goods of the country;
3. Review of all risks and hazards that shall be included in the Assessment;
4. Analysis of structure and content of the plans for preparedness, prevention and operations that are related to protection of life and health of people and material, cultural and natural goods of the country from other institutions;
5. Guidelines and recommendations for preparation of the Unified Risk and Hazard Assessment and the National Crisis Management Plan.The Guidelines shall provide information on the structures and contents of the Unified Risk and Hazard Assessment and the National Crisis Management Plan, as integrated documents that are prepared in the organized multi-sector procedure and being verified and adopted within the bodies of the Crisis Management System (CMS).
Terms and conditions for provision of services
-Report/Guidelines submission - The main output (the Guidelines) have to be submitted, both in English and Macedonian language. Each version should be submitted in 4 hard copies and 4 electronic copies (CDs). The Inception report and Guidelines prepared by the Consultant shall be approved and verified by UNDP and CMC prior the initiation of the payments. The Consultant has to prepare following reports:
-Inception Report – 1 week after signing of the contract;
-The Guidelines – max. 4 weeks after the signing of the contract.
-Timeframe - Assignment shall be completed during the period 01– 28 February 2010. The Assignment shall follow the logical sequences of implementation of activities.
-Reporting plan - The Consultant will report to the UNDP Project Manager. S/he will closely cooperate with the project team and the beneficiaries from the Crisis Management Centre.
-Communication - During the fulfillment of his/her works, the Consultant will ensure regular communication and exchange of findings with UNDP and CMC prior to the delivery of expected results. The Consultant shall ensure quality and timely deliver the expected results and will inform the Project Manager for the processes and the expected result. Expected results have to be accepted and approved by the Project Manager.
-Ownership - The produced materials will be property of the UNDP and CMC, meaning that UNDP will hold the copyrights of the developed documents. All produced documents will be used by the UNDP and CMC in accordance with their needs and viewpoints and without consulting and approval of the Consultant.
-Schedule of payment
The payment will be done in 2 (two) instalments based on the milestones agreed:
-After delivery of the Inception Report, verification and approval by UNDP and CMC - 20 %;
-After delivery of the Guidelines, verification and approval by UNDP and CMC - 80 %.
Evaluation criteria
Cumulative analyzes: 70% technical + 30% financial offer
Competencies
-Previous experience in preparation of studies, guidelines, reviews, development of comprehensive reports;
-Knowledge of crisis management systems in Macedonia(strong asset);
-International and regional experience shall be considered as an asset.
-Good presentation and communication skills, sense of initiative;
-Planning and organizational skills;
-Full working knowledge of English.
Required skills and experience
-University degree in the thematic areas relevant to the assignment (social, natural/technical sciences). Advanced university degree is a strong asset.
-At least 7 years working experience in areas relevant for the assignment (preparation of assessments/plans, development of general methodologies of scientific and research works, risk assessments, risk management).
