UNDP Unit: Environment and Energy Unit
Reports to: Head of Environment and Energy Unit, UNDP CO
Under direct supervision of the UNDP Head of Environment and Energy Unit, the Land & Water Resources Management Specialist is responsible for assisting the Head of Unit in development, management, oversight and coordination of programme/projects and initiatives in the field of Sustainable Land and Water Resources Management focal areas, and to perform technical advisory functions for UNDP and donor (GEF) funded projects.
Duties and Responsibilities
Specific duties and responsibilities of the Specialist include the following:
Conducting research and formulating project proposals in the areas of sustainable land and water resources use, based on identified needs in accordance with Government priorities and UNDP mandate;
Serve as a source of specialized knowledge on sustainable land and water resources use planning and management and provide relevant advisory and technical assistance to the Government, UNDP and projects;
Overseeing and quality monitoring of UNDP projects in the areas of sustainable land and water resources management and make suggestions / recommendations based on the undertaken analysis of projects and programme cycle;
Support UNDP in efficient and effective quality implementation of projects in the areas of sustainable land and water resources management, and ensure full compliance with UNDP programmatic and operational policies and procedures;
Keeping abreast of developments both nationally and internationally in the field of sustainable land and water management, establishing close contact with and liaising with UNDP Regional Technical Advisors and with other relevant partners and stakeholders;
Conducting and maintaining research on constraints and best practices of sustainable land and water resources management in the appropriate ecosystems and contribute to the development of UNDP strategic documents in the respective areas;
Liaising and coordination with UN agencies and other international partners to formulate priorities and policies on sustainable land and water resources governance;
Assisting in preparation of analytical publications, presentations and reports on land and water resources management policy;
Full-cycle management of ongoing projects, development of new projects and initiatives, reporting and identification of lessons-learned from past activities in the field of sustainable land and water resources use planning and management;
Supporting resource mobilization efforts for projects in the areas of land and water resources management; identification of potential donors and formulation of relevant proposals;
Advocate synergy, linkages and collaborative actions with other UNDP initiatives and projects in the fields of energy efficiency, renewable energy, carbon finance, technology transfer, poverty reduction, local governance, rural development in both project development and implementation stages;
Other duties assigned by supervisor, necessary for successful implementation of activities and projects in the portfolio, pertaining to sustainable management of land and water resources.
Competencies
Familiarity with international environmental conventions such as climate change, biodiversity, desertification, etc.;
Analytical judgment and experience in the scientific research and practical work and analytical papers writing in the area of natural resources management, particularly in planning and using land and water resources;
Good knowledge of environmental governance systems both in Uzbekistan and globally;
Experience in project development, management and reporting;
Results-orientation, cross-cultural communication abilities and ability to work in the team;
Ability to multi-task, prioritize and to work under pressure;
Excellent networking and partnering competencies, resource mobilization skills, cross-cultural communication abilities and negotiating skills;
Experience with an international organization will be an asset;
Records of leadership, presentation skills would be advantage;
Ability to use information technology as a tool and resource.
Required Skills and Experience
Education:
Advanced university degree in Natural Resource Management, Environmental Science, Land Management, Agriculture, Rural Development, Hydrology or other related fields.
Experience:
At least 5 years of experience in the field of land and water resources management, environment and natural resources management. Work experience in development projects related to natural resource management will be an advantage.
Language requirements:
Fluency in English, Russian and Uzbek languages.
