Purpose of position

Building on Strategy 2010, the Federation of the Future process establishes a clear focus for the International Federation by setting out the Red Cross/Red Crescent Global Agenda and the Framework for Action. The International Federation secretariat coordinates and supports the collective efforts of the International Federation membership to better address the increasing number of humanitarian challenges in the world.

In the Pacific region, the focus of Disaster Management secretariat support is on:
-Assisting Red Cross National Societies in implementing integrated approaches to disaster management with a focus on building the resilience of vulnerable communities.
-Supporting Red Cross National Societies staff in preparing for and responding to disasters via training, financial and technical support and linking them to regional and global disaster response tools.
-Facilitating the involvement of and contribution of Red Cross National Societies to global programs with a focus on the Disaster Risk Reduction activities and the Federation's global alliance.

Description of duties

The Position of DM Delegate will provide support to and report to the Regional DM Coordinator, will travel within the region and will undertake the following roles and responsibilities:
-Support the DM Coordinator in the implementation of activities identified under the Federation's annual plan for disaster management in the region
-Develop national society capacity for disaster management planning from the branch to the headquarters level
-Oversee the implementation of the Federation's logistics project in partnership with national societies in the region
-Assist with the identification, administration and implementation of new and ongoing projects with national societies within the Pacific in the areas of disaster preparedness and risk reduction
-Take the lead in ensuring that Pacific NS have up to date Disaster Management Plans and facilitate contingency planning processes within NS as requested
-Support national societies in the development and implementation of integrated community based approaches to disaster management and health
-Facilitate the development, organization and delivery of disaster management workshops and training at the regional; national and branch level as required in areas such as basic disaster management; emergency response; contingency planning; disaster risk reduction and vulnerability and capacity analysis
-Coordinate with the DMU in Kuala Lumpur on the delivery of training opportunities for NS in areas such as WATSAN; shelter; logistics and; Regional Disaster Response Team (RDRT)
-Provide operational support to the Regional DM Coordinator and the Head of Regional Office for Pacific in the event of a disaster including: providing support to the national society in their response effort; coordinating with PNS on response efforts; and liaising with the DMU unit as required

Duties applicable to all staff

-Actively work towards the achievement of the Secretariat's goals.
-Abide by and work in accordance with the Red Cross Red Crescent principles.
-Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required qualifications


Education:
-University degree (or equivalent) in relevant discipline (disaster management, development)
-Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector)
-Relevant post-graduate degree (preferred)

Experience:
-Minimum of 5 years work experience in the international sector, focused on humanitarian needs (disaster preparedness, prevention, mitigation, response etc.)
-Minimum of 3 years work experience with the Red Cross/Red Crescent Movement, including time in the field and/or with a National Society
-Work experience with other international organisations, large NGOs and/or governmental development agencies.

Skills:
-Strong written and oral communication skills
-Strong interpersonal and cross-cultural skills
-Highly organized with ability to create a unified team approach
-Demonstrated analytical skill and strategic thinking
-Sound knowledge of Microsoft Office applications
-Comfortable working with current donors and communicating with potential donors - in particular, with National Societies
