Aims

Intended Outcomes

This episode was a special community discussion funded by the Radio for Resilience project. Through using the Haba Na Haba programme, BBC Media Action's flagship governance programme in Tanzania, they addressed disaster risk reduction from a governance angle.

While disaster risk reduction goes hand in hand with community resilience, it also relies heavily on good governance. This community discussion explores both the role of the government, but also the citizens themselves, in ensuring disaster prevention and management are realized.

The specific objectives of the discussion were to:

• Provide ordinary Tanzanians with an opportunity to ask key stakeholders questions/make requests related to disaster risk reduction
• Educate ordinary Tanzanians on the organizations/government committees that are involved in monitoring hazards and managing disaster risk reduction in Tanzania and the activities they implement to do so.
• Discuss and debate which parties are accountable for managing disaster risk reduction - from policy makers through to the roles of ordinary citizens.
• Educate stakeholders on the reality of the challenges faced by citizens that have been affected by a disaster.
• Discuss potential solutions.

Targeting: The target audience is ordinary Tanzanians, and in particular those communities that live in high-risk areas for natural disasters. It was decided to conduct the community discussion in Morogoro region because the region had been badly affected by floods in the months prior to the debate. It brought together people that had been directly affected by the floods and gave them an opportunity to question both regional and national stakeholders.

• Media: Radio episode on regular national discussion programme This episode of Haba na Haba brought together ordinary Tanzanians that had been affected by severe flooding in Morogoro region with a panel of stakeholders that are responsible to predicting, preventing and managing natural hazards for discussion and debate. It provided a platform for ordinary citizens to ask questions and hold their leaders accountable.
• Outreach: The recorded programme was shared with and aired by our radio station partners and each station was then able to lead their own discussion on disaster risk reduction within the local context. In this way, the programme generated further discussion and supported community radio stations to lead their audiences in discussions around local solutions.

• The live discussion involved 30 ordinary citizens that had been affected by natural disasters, as well as other key local and national stakeholders. The recorded discussion reached an audience of approximately 2.4 million (Haba na Haba audience).
