The Young Professional on Linking Disaster Risk Reduction and Peacebuilding will be an important part of the CARE Somalia South Sudan (CSSS) country office team (specifically based within the Programme Quality and Learning Unit –when working in either Somalia or in South Sudan). This is partially because local civil society organisations (CSOs) do not have sufficient logistics capacity to house new staff, and partially also due to the fact that the Young Professional would work with different CSOs and will therefore need to remain an impartial policy-broker between them.

The Young Professional will provide support to the CSSS country office team throughout the whole research and programming process – working with selected local CSOs and strengthening their disaster risk reduction (DRR) capacities; ensuring that lessons learnt are translated into the programming of the local CSOs and CARE office; play a key role in the refinement of the overall DRR and Peacebuilding strategies of the local organizations and the CSSS team; liaise and report to other CARE International members (via CSSS official communication mechanisms), ensuring the experiences and knowledge of local CSOs are translated into CARE’s broader DRR and Peacebuilding agendas. The Young Professional will report directly to the respective heads of the Programme Quality and Learning Units in Somalia and South Sudan when on official work visit at each country as well as to DRR and Peacebuilding Coordinator based in The Hague.

Job Responsibilities:

1. Contributing to DRR and Peacebuilding programming

- Work very closely with the technical Unit of the Programme Quality and Learning in the areas of DRR and Peace Building within the broader programmatic framework (project-to-programme and Long Range Strategic Plan)of Somalia and South Sudan;
- Support the CNL initiative on developing frameworks and systems to integrate DRR and Peacebuilding in programming;
- Guide and support CARE South Sudan in particular mainstream DRR into its ongoing project initiatives and future programmes;
- Support to local partner organisations and CSSS to improve the quality of their programming by developing a clearer conceptual understanding of DRR and Peacebuilding within the context of Somalia and South Sudan;
- Support CSSS in the design, implementation and monitoring & evaluation of DRR and peace building initiatives. This will be achieved by participation in the development of high quality proposals and ensuring that DRR and Peacebuilding issues are jointly identified with the Impact Groups and included in their design and implementation;
- Assist local partner organisations in linking to international and regional networks with regards to DRR and Peacebuilding;
- Ensure that the most vulnerable populations are participating in decision making on DRR and peace building analysis and decision-making on selected interventions particularly women, adolescent girls of reproductive age and rural male youth;
- Ensure that CSSS cross cutting themes are incorporated into all DRR and peace building intervention in line with the LRSP of Somalia and South Sudan;
- Coordinate all DRR and Peacebuilding activities with national government departments and in country international stakeholders.

2. Integrating DRR and Peace building into CSSS programming

- Support to local partner organisations and CSSS staff on the integration of DRR and Peacebuilding in field programming in conflict-affected context;
- Preparation of high quality simple guidance and technical training materials on the integration of DRR and peace building in field programming in conflict-affected context;
- Preparation of a set of indicators that measure the integration of DRR and Peacebuilding in field programming (through surveillance and development of simple participatory M&E tools) in conflict-affected context;
- Assist local partners and CSSS staff in integrating DRR and Peacebuilding in their Context analysis and programming p2P framework and LRSP as contextually appropriate;
- Generate lessons learnt and activity reports as related to DRR and Peace building;
- Attend and co-organise regular workshops and capacity building sessions on various aspects of DRR and Peacebuilding as deemed appropriate;
- Facilitate cross fertilisation of ideas and technical lessons learned specifically among the staff of both Somalia and South Sudan;
- Carry out any other appropriate programmatic functions or task as assigned by the country office in line with this TOR. This may include representation in technical meetings etc.

Expected results:

- Improved capacity of local partner organisations and CSSS staff to integrate DRR and Peacebuilding in field programming in South Sudan and Somalia;
- Guidance materials on the integration of DRR and Peacebuilding in field programming in conflict-affected context are prepared; these materials may include guidelines, technical briefs, and capacity building modules. The materials that will be prepared will de defined in discussion between CARE Nederland, local partners and CSSS impact groups and staff;
- A set of indicators that measure the integration of DRR and peace building in field programming in conflict-affected context is prepared in consultation with the Programme Quality and Learning Units of Somalia and South Sudan. Simple and user friendly M&E tools developed for DRR and Peacebuilding;
- Support provided to good quality DRR and Peacebuilding analysis and programming framework of local partners and CARE Somalia South Sudan;
- CSSS local partners and impact groups have jointly and successfully engaged in practical DRR and peace building based project design and implementation.

Requirements:

- Maximum 32 years old (see note * in the first paragraph of this vacancy text);
- Nationality of a country on the DAC list of ODA Recipients or EU nationality (see note * in the first paragraph of this vacancy text);
- University degree in a relevant educational background, with expertise in capacity development of local organizations;
- Minimum of 1 year and maximum of 3 years experience within the NGO sector, preferably working on DRR or Peacebuilding;
- At least 6 months field experience, preferably working with (a) local organization(s);
- Understanding of principles of Disaster Risk Reduction and Peacebuilding;
- Fluent in written and spoken English;
- Culturally sensitive;
- Strong analytical and facilitation skills;
- Good communication skills, good writer;
- Strong personality, self-starter, team player;
- Willing to live in Somaliland and South Sudan, with basic living conditions;
- Very flexible attitude;
- Can handle stress well;
- Motivated, has an ambition to build a career in development cooperation.
