During a forum in Davao City with members of non-government organizations that are into disaster risk reduction programmes from the different parts of the country, Dr. Gemma Teresa Narisma, head of the Regional Climate Systems Program of the Manila Observatory, outlined how by addressing vulnerability the impacts of disasters could be decrease.
"We cannot stop a storm but vulnerability is something we can address" she said, adding that “We are vulnerable if you don’t have don’t have good governance. If there is no good governance, we lose that coping capacity”, reports Minda News.
