Challenges related to sea level rise and ways and approaches to address it
The General Assembly, in its decision 78/558, requested the Secretary-General to prepare a report, including by inviting contributions from Member States, to provide information on challenges related to sea level rise and on ways and approaches to address it.
Pursuant to that decision, the present report provides an assessment of the current context of sea level rise, key challenges and ongoing efforts by Member States and the United Nations system to address such challenges. The report builds on the September 2024 high-level plenary meeting on addressing the existential threats posed by sea level rise (see General Assembly decision 78/544 and resolution 78/319).
The report contains forward-looking recommendations recognizing the global multidimensional impacts of sea level rise and their implications for human rights and sustainable development. It contains calls for strengthened international cooperation to ensure equitable, just and sustainable solutions that uphold the rights of affected States and their populations, through international governance frameworks and action that safeguard dignity, stability and opportunities for those affected and future generations.
