Partners for resilience: reflections on the zero draft for the post-2015 framework for disaster risk reduction (‘HFA-II’)
This paper is a response to the zero draft of the post-2015 Hyogo Framework for Action. In this paper, PfR welcomes the emphasis and considerations of the zero draft and at the same time recognises the many opportunities to strengthen the text further. It summarizes PfR’s observations and recommendations in ten points: (i) the role of local communities; (ii) integrated approach; (iii) multi-stakeholder cooperation; (iv) underlying risk; (v) alignment of the framework (vi) emergency response as a window of opportunity; (vii) risk-information and communication; (viii) gender; (ix) livelihood resilience; and (x) targets.
It emphasizes the importance to give attention to community involvement since communities are the first responders when there is a disaster. It also calls for an integration of disaster risk reduction, climate change adaptation and ecosystem management.
