GNDR post HFA debate: summary of regional and online discussions October-November 2012
As a contribution to the development of a successor to the Hyogo Framework for Action on Disaster Reduction, this discussion paper informs a number of regional and online discussions and distills down the key themes which emerged with a particular focus on recommendations for a post HFA framework, accompanied by fuller notes of the discussions which appear in annexes.
It presents a summary of 18 themes referred to by participants: (i) access to resources; (ii) monitoring and accountability for progress against indicators and goals; (iii) integration with other development frameworks; (iv) local participation in building resilience; (v) processes for implementation; (vi) local knowledge creation; (vii) multi risk - taking account of all risks, natural and anthropogenic; (viii) taking account of vulnerable groups; (ix) a more meaningful name; (x) binding framework; (xi) cross sector co-ordination and partnerships; (xii) integrating humanitarian and development activity; (xiii) improving communication of the framework; (xiv) including preparedness and response; (xv) taking account of conflict and fragility; (xvi) good governance; (xvii) extensive disasters; and (xviii) managing natural resources.
