Ensuring devolution supports adaptation and climate resilient growth in Kenya
This paper discusses the ways in which governmental devolution to the county level can support climate resilient growth by putting local priorities at the center of the policy making process. The paper examines the Climate Adaptation Fund (CAF) being piloted in Isiolo County, Kenya, suggesting that the CAF approach builds local knowledge around climate change, fosters a greater appreciation among government staff for the value of community knowledge, and builds local people’s capacity to articulate their needs to officials and other stakeholders. The paper concludes by outlining the challenges and opportunities associated with governmental devolution and the implementation of the CAF for a more climate resilient Kenya.
