A uniform framework for climate change adaptation of critical infrastructure using nature-based solutions
This paper outlines a unified framework for strengthening the climate resilience of critical infrastructure through nature‑based solutions (NbS). It synthesises existing climate adaptation, critical infrastructure, and NbS standards to address rising climate‑induced hazards—particularly heatwaves, flooding, and environmental degradation—across Mediterranean and northern European contexts. The study explains why a more systemic, locally grounded adaptation model is needed, and how the proposed blueprint integrates technical guidance, participatory governance, and multi‑stakeholder partnerships. It is designed for policymakers, municipal authorities, infrastructure operators, and community actors, and is demonstrated through prefeasibility studies in Egaleo (Greece) and Helsinki (Finland), where Public‑Private‑Civil Partnership (PPCP®) Labs supported co‑design, data collection, and early validation.
The paper recommends adopting participatory, place‑based planning processes that combine scientific evidence, local knowledge, and iterative learning to ensure that NbS are technically feasible, socially accepted, and resilient under future climate conditions. It highlights lessons learned from stakeholder engagement, including the need for balanced representation, clear communication tools, and pragmatic solution selection. The authors propose scalable solutions such as integrating NbS into grey infrastructure, developing high‑resolution climate‑risk analytics, and establishing digital toolsets to support monitoring and decision‑making. They conclude that long‑term resilience requires flexible governance, sustainable financing, and inclusive partnerships capable of mainstreaming NbS into critical infrastructure planning across diverse European regions.
