A multi-stakeholder approach for urban heat resilience: Singapore’s experience
This report outlines how Singapore has developed a coordinated strategy to address the growing risks of urban heat under climate change. Launched by the GHHIN Southeast Asia Hub with government partners, the report presents Singapore’s approach to heat resilience through collaboration across public agencies, researchers, industry, and communities, showing how urban heat is being treated as a cross-sector resilience challenge rather than only an environmental issue.
The report highlights that Singapore’s heat resilience strategy is built on whole-of-government coordination, science-policy partnerships, industry engagement, and community empowerment. Its main message is that effective urban heat adaptation depends on integrating governance, research, and practical implementation across sectors, while tailoring solutions to local context rather than applying a universal model. Singapore is presented as a useful case study for other cities seeking to strengthen preparedness for rising heat risks through collaborative and systemic action.
