Crises in a new world order: challenging the humanitarian project
This briefing paper reports on the recent progresses in humanitarian aid, including the increased focus on building resilience, for example, in emergency preparedness, disaster risk reduction, and adaptation to climate change. It assesses the UN agencies, donors, and international NGOs (INGOs)'s ability to cope with vast humanitarian crises and the rising contribution of new donors, NGOs from around the world, governments and civil society of crisis-affected countries in providing a significant share of humanitarian aid. The paper also provides a set of recommendations to: every humanitarian aid actor; crisis-affected governments; OECD and emerging donor governments; INGOs; the UN; regional organizations; and parties in armed conflicts.
