Conclusions - Meeting of experts on occupational safety and health in extreme weather events and changing weather patterns

This report presents the conclusions adopted by the Meeting of Experts on Occupational Safety and Health in Extreme Weather Events and Changing Weather Patterns, held in Geneva from 20 to 24 April 2026. It examines how extreme weather events and changing weather patterns affect worker safety and health, livelihoods, business continuity and resilience. The conclusions provide guidance to governments, employers and workers on occupational safety and health (OSH) policy frameworks and workplace-level measures. The document defines extreme weather events and changing weather patterns, outlines associated hazards and exposures, and sets out recommended actions at national and workplace levels.

The key conclusions emphasize integrating OSH into prevention, preparedness, response and recovery measures; strengthening legislation, occupational health surveillance, labour inspection systems and social protection; improving coordination among relevant authorities; and ensuring effective communication of multi-hazard early warning system alerts. The report also recommends gender-responsive risk assessments, emergency preparedness and recovery plans, worker participation, training and health surveillance, and continued ILO support through capacity building, advocacy, research, technical guidance and international cooperation.
