Financing emergency preparedness - from fighting crisis to managing risk:
This study contributes to the current momentum surrounding the preparedness agenda by investigating the financial practicalities of emergency preparedness at a country level and by making recommendations for the humanitarian and development community to take forward. Examining five country case studies (Haiti, Myanmar, Niger, the Philippines and Sudan), it argues that in order to be prepared to deal effectively with disasters or crises, preparedness measures need to be put in place before a crisis occurs. It recommends the establishment of a new global financing mechanism which can fund activities across the 'emergency preparedness continuum'.
