The Global Centre For Environment and Disaster Management (GCEDM) is committed to building resilient communities and promoting sustainable ecosystems through integrated approaches to disaster risk reduction, environmental protection, and emergency response.
GCEDM's multidisciplinary team collaborates with stakeholders across sectors to develop proactive strategies that mitigate risks, enhance preparedness, and foster long-term sustainability. By combining scientific research, community engagement, and policy advocacy, GCEDM strives to safeguard lives and the environment, ensuring a safer and greener future for all.
1. Risk Identification, Assessment & Analysis
- Conduct multi-hazard risk and vulnerability assessments at international, national, federal, state, provincial, regional, and local levels
- Develop hazard profiling, exposure mapping, and risk indexing for communities, institutions, infrastructure, and industries
- Undertake safety audits, compliance audits, and risk diagnostics across public and private sectors
- Support development of disaster loss databases and risk information systems
- Integrate climate risk, environmental degradation, and emerging threats into risk assessments
2. Policy, Legal & Institutional Strengthening
- Support formulation and review of disaster risk reduction policies, strategies, and action plans
- Assist in drafting and harmonizing laws, regulations, rules, by-laws, and institutional frameworks related to DRR and emergency management
- Develop governance models, standard operating procedures (SOPs), and regulatory guidelines
- Strengthen coordination mechanisms across sectors and levels of government
- Promote risk-informed development planning and mainstreaming of DRR into sectoral policies
3. Standards, Codes & Regulatory Frameworks
- Develop and promote DRR-related standards, protocols, codes of practice, and technical guidelines
- Establish inspection, audit, certification, and accreditation systems for safety, resilience, and emergency preparedness
- Support adoption of international standards (ISO, IEC, ILO, etc.) aligned with local contexts
- Promote compliance and continuous improvement through benchmarking and evaluations
4. Prevention, Mitigation & Resilience Building
- Support structural and non-structural risk reduction measures
- Advise on resilient infrastructure, land-use planning, and safe construction practices
- Promote nature-based solutions and ecosystem-based disaster risk reduction
- Support climate adaptation and resilience strategies
- Encourage risk-sensitive investment and public–private partnerships
5. Preparedness & Emergency Management
- Develop and review emergency preparedness and response plans
- Establish early warning systems and risk communication frameworks
- Design and conduct simulations, mock drills, tabletop exercises, and scenario planning
- Strengthen emergency operations centers (EOCs) and incident management systems
- Develop business continuity and contingency planning for governments and industries
6. Capacity Building & Human Resource Development
- Design and deliver training programs for officials, responders, professionals, and volunteers
- Develop competency frameworks and certification programs for DRR and emergency management professionals
- Conduct examinations, assessments, and skill validation programs
- Support institutional strengthening and leadership development
- Promote community-based DRR and inclusive capacity-building initiatives
7. Response Coordination & Technical Support
- Provide technical advisory support during emergencies and disasters, upon request
- Support inter-agency coordination and information management
- Facilitate logistics planning, resource mapping, and surge capacity mechanisms
- Support humanitarian coordination and civil-military cooperation frameworks
8. Recovery, Rehabilitation & “Build Back Better”
- Support post-disaster needs assessments (PDNA) and recovery planning
- Advise on resilient recovery, reconstruction, and rehabilitation programs
- Promote “Build Back Better” principles across sectors
- Support monitoring and evaluation of recovery outcomes
9. Research, Knowledge & Innovation
- Conduct applied research on disaster risk, resilience, and emergency management
- Publish white papers, policy briefs, technical manuals, and knowledge products
- Promote innovation, technology adoption, and data-driven DRR solutions
- Facilitate knowledge exchange, best-practice documentation, and south–south cooperation
10. Advocacy, Partnerships & Global Cooperation
- Advocate for DRR, resilience, and risk-informed decision-making at all levels
- Facilitate multi-stakeholder partnerships across governments, private sector, academia, and civil society
- Support international cooperation and alignment with global frameworks (Sendai Framework, SDGs, Paris Agreement)
Promote inclusive, gender-responsive, and disability-inclusive DRR approaches.
Voluntary Commitments
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
